Are there any programs that can make pictures much more clearly than before?

I don’t want “digitalenhancer”, that doesn’t even work at all. Like in the TV, people can make a picture much more clearly than before.(eg AXN’s miami film, the people there can do it . or that isnt ture) But the technology nowadays are very great . There must be some programs can do that. Like Estein’s brain picture from computer is make from several picture , but computers can make a 3d brain. Are there any programs that can do that? digitalenhancer is smaller than 1mb, how can that do anything? Are there ant programs that can do this? Thank you very much!!!
